Caráter de agente social da mídia dentro de uma comunidade a partir da análise do programa ‘’prometeu, cumpriu?’’ do jornal ESTV da TV Gazeta e da falta de regulamentação/concepção jurídica a respeito da comunicação social e comunitária

Abstract

In the present work, it was based on the induction as a research methodology, serving the program '' Prometheus, fulfilled? '', Of the newspaper ESTV, of TV Gazeta of empirical base to arrive at the general reflections on the subject. It was tried to understand the lack of conception of a social and communitarian communication in the context of the Democratic State of Right, it was emphasized, therefore, the importance of the role of the community journalism as instrument for guarantee of social rights and to guarantee more political freedom in a community, giving voice and bringing the citizens of the community closer to the reality of government. In addition, it clarified about the new perspectives of the Social Communication brought by the Constitution of the Federative Republic of Brazil of 1988, reflecting critically on the lack of mechanisms to legitimize the participation of the individuals in the construction of a social and communitarian communication. The structure of the program '' Prometheus, fulfilled '', of the newspaper ESTV, TV Gazeta and its importance as a social agent and as an ideal model of communitarian communication was analyzed. The Uruguayan Media Law was introduced, which established the duties and principles to be observed by the media, as a means of fostering democratic participation and creating means of participation in communication. A reflection was made on ADPF 130 of the STF that established freedom of expression as absolute and irregular and the impacts of this conception on the democratization of communications. Finally, it was concluded that there is a vacuum of regulation of the media and a lack of mechanisms that create duties for the mass media and that foster popular participation; and that the TV program Gazeta's '' Prometheus, fulfilled? '', serves as an instrument to collect social rights in a community from the public power, building essential steps towards the provocation of institutions and political actions and tries to lack of regulation / conception of social and community communication, based on popular participation in the media
